How long do they have been using GP ?
I'm not aware of any options to import SL's without having SL Builder or SL Designer.. So maybe that was imported long time ago when SL Builder was still part of GP's distribution, but then they didn't renew the license with eOne after it was returned to eOne.
I checked wtrh eOne and this Smartlist was not built by their product. There are no third party products installed for this cliet so it can't be AnyView either. Is there anyway to import a SmartList directly using SQL scripts? I have a felling their prior reseller just forced this Smartlist in there.

SmartList Builder from eOne allows you to export / import SL's, but you have to have SLB installed in both instances.
SL Designer had this feature added too if not mistaken.
As for SLB security, unless you're a POWERUSER, I don't think that you can wipe out custom SL's, but you may want to double check on the SL security itself.
Cheryl, is there any way to export a custom SmartList out of GP 2015 and into GP 2018?

Support for Smartlist Builder went back to eOne, so we wouldn't have any out of the box tasks or roles for Smartlist Builder.
Smartlist Designer is out of the box. It's just best to test to see what they still have access to and then take that away. You have to run a dexsql.log and see what calls it is making to the security table to know what access to remove. KB 857086 would have detailed steps on how to do that.
