We have downloaded Dynamic NAV from our Visual Studio Premium with MSDN (MPN) subscription, however we are not able to create any new page or table in development environment. although the user has the super permission set and I have also given the permission on database as sysadmin directly, we are still receiving the error message:
"You do not have permission to create the 'test' Page.
Contact your system administrator to have your permissions changed."
I was wondering whether it is something related to the license?

As it says this is only for the Demonstration. If you need to do the modification to NAV, then you need to purchase developer license.
Simple answer : This license will not allow you do create anything.

in fact my main question is that does this license let me to create page?
I want to make sure that this problem is because of license or I am doing something else wrong
Did you check your license file ? Open your file using notepad and in that you can see the type of your license.
who should I check with?
we are ourselves MS partner and our MSDN subscription is link to that.
however we do not have any competency in Dynamic so I was thinking maybe it is a restriction with our license?
Then check with your partner which range they have assigned for you.
I can't see any link to for permission report!
yea I meant 50000, it doesn't work with any range and I am receiving same message
