Sales Tax Collected Report

I have a client on 2013 (7.0.33781.0) who is trying to print the sales tax collected report.  Comes up blank no matter what I do.  I looked at the VAT Entry table and there are certainly plenty of records in there.  I used no filters on the report and checked all the boxes -- still get a blank report.  

I looked on KB but don't see anything like this.

What am I missing??

    Make sure the Report-to Jurisdiction on the Jurisdictions table is filled in. For some reason, the upgrade took this field out.

    I have similar problem with the report as DMV... Also checked the Report -to Jurisdiction on the Jurisdiction table and it's filled, also the VAT Entry Table there are  lot of records. The report is not empty, but it does not show the new records (transactions) from "Posted Sales Invoices" ,but these records are in VAT Entry table.

    I do not use filters on the report! What can cause the problem ?
