Diagnostic Logging for CE Portal

Background: I have followed the MS documentation for Diagnostic logging for the portal. As a result I have seen the container in my blob storage created as "telemetry-logs". To test if the connection works as intended, I have created a workflow on create of a Case to stop as canceled, but when I create a record via portal for case which should have an error this does not create any records in my blob storage when it fails to submit the entity form.

My question is am I mistaken that an exception thrown from the workflow (intentionally) should create a log entry in blob storage? Are only unhandled exceptions printed with Diagnostic logging?
