What version BC are you using?

Can you post the version, and screenshots of your configuration in PowerBI?

First, can you explain if you are using BC Saas or OnPrem?

If OnPrem, how are the ODATA web services setup in the Service Tier?

Then, are you using the ODATA connector or the Business Central connector in Power BI Desktop?

Also, you might need to have the Power BI Gateway installed on your server, if your server is behind a firewall and the ports are not open for Power BI to connect to it.

Then, why are you using the web-service-access-key? Both connectors can use O365 auth.
