We have a customized report w/in Purchasing/Analysis/Period which returns data based on the restrictions provided PLUS the presence of text in the COMMENT 1 field of the vendor maintenance window. Thus, if no text is entered in the COMMENT 1 field, the vendor is excluded from the report. Where, in the customization of this report, is this filter?
This report was built before I arrived at this position and I can't find the filter and wish to replicate it for another company.

There are different ways to customize reports. Based on your forum comments, 'if nothing is in the COMMENT 1 field the vendor is excluded from the report', I am thinking that you might have an additional header on the report or possibly the current header setting was modified to suppress on a calculated field based on this COMMENT 1 field.
Below is the original report and original Report Section Options setting. If yours is different, then this could be where the modification is coming from. To get to the Report Section Options, first open the report and then go to Tools > Section Options.
Another option might be is an additional Report Restriction was put on or maybe the current one was modified. Below is a screen shot of the original one.
