Cogsdale should definitely be taken into consideration. It is integrated with Dynamics GP, and provides many of the functions required by Utilities and Municipalities. Unlike some 3rd party products Cogsdale also supports PSTL tools. If you'd like to discuss this further offline, reach out to me.
Did you ever find a company, we currently use Diamond Municipal Software to do our Utility Billing, Permits and Business licenses but are not happy with them. We are looking at a company called Cogsdale. Did you find a solution?
