They contain information about entities including in the package (there may be more than one) and everything needed to create an import job (sequence, mapping). Then you can simply import the package instead of setting up everything up front by yourself.

PackageHeader contains information about definition group and manifest contains information (metadata mapping, entity sequence, entity name etc) for entities

The package is described for example here: docs.microsoft.com/.../process-data-packages-lcs-solutions

A data package for a Dynamics 365 Finance and Operations app can consist of one or many data entities. A typical data package consists of a group of entities for a specific task, process, or function. For example, the data entities that are required for general ledger setup might be part of one data package. The format of a data package is a compressed file that contains a package manifest, a package header, and any additional files for the data entities that are included.
