What users we have created in User Setup . Do we need to create same Users separately in Sql Database also under Security Tab or User Created in User Setup automatically gets created in SQL Database

You need to search in NAV for the 'Users' page (not 'User Setup'). You will create the NAV user account from the 'Users' page. You may not need the 'User Setup' page at all unless you are configuring user-specific posting dates, or other than typical usage.
Be sure that you give each user the 'Basic' permission set, plus any other permission sets they will need according to their specific job duties. The BASIC permission set is required for all users. There is also a SUPER permission set which gives access to everything.
Concerning the SQL Server permissions, you may only need to do this if you are using Jet Reports or have some reporting process done outside of NAV. If this is the case then you would only give the users Read-only access.
Nothing from SQL Side. A NAV developers has nothing to do on SQL apart from just getting permissions on DB level and the Widows Login User.
You have to create user in User table firstly and after that you can setup it in User Setup.
as I said, we should not create new users from user Setup.
we just need to select from lookup.

we dont have to create any separate users.
its a lookup field to users table only from user setup.
