Packaging Use Tracking

Is there a way in Navision 2013 R2 to do the following:

We have a part no. 1234 which is un-packaged and sitting in a bulk box of 50 pcs.

We have a part no. 789 which is a color box used for part no. 1234.

We want to create something in NAV that tells packaging that they need to pick 1 pcs of 1234 and 1 pcs of 789 and combine them. When they are done, the output will be 1 pcs of 1234.

So in essence, we want to create a process of BOM for a part, that consumes itself and some packaging material and then outputs itself.

When things go from bulk and get packaged they end up in our picking zone, so there is no need to track which items have been packaged, as they will be the ones in the pick zone.

Currently we have been using negative adjustments to indicate packaging material has been consumed, as this was how we did it in NAV 4.0. Having recently upgraded to NAV 2013, we believe there are better ways to track packing material use, without creating new part numbers and using Assembly BOMs.
