When I attempt to use the Planning Worksheet I get the following error in NAV 2017.
The Req.Wkh.Template already exists. Identification fields and values; Name='Planning'
Any help here?

You’re looking in the right place. I thought it the field was set invisible by default, but it looks like it’s not part of the page.
It’s pretty simple to add the field to the page from the NAV Development Environment > Object Designer > Page ID 293 Req. Worksheet Templates.
The field “Type” is already part of the Table and just needs to be added to the page.
Also, just looking at the screenshot, I can tell that things aren’t right.
The Page ID field for the “PLANNING” row needs to be set to 99000852 (Planning Worksheet); the one for “FOR. LABOR” should be set to 99000886 (Subcontracting Worksheet). Only the “REQ” one should point to Page ID 291 (Req. Worksheet). You can correct these changes right from the page you’re on. Then, add the Type field as noted above and correct the Type for each record as well.
Note: For the steps on adding the Type field to the page, you’ll need access to the NAV Development Environment, so please check with your NAV admin or partner for assistance if you are not authorized to access the development environment or change NAV objects. And be sure to export a backup of any object you plan to change.

Please navigate to the page called "Req. Worksheet Templates", and make sure the column named "Type" is visible (if it isn't, right click the Column headers and add the field as a column; if using the Web Client of NAV, click the Designer icon to add the field).
By default, you will likely see 3 rows here. Check what the Type associated with the row named "PLANNING". The Type should also be "Planning". If the Type shows a different value, someone may have accidentally changed it; click the field and you will be presented with a drop-down. Set it to "Planning", and try again.
As an FYI, the other two rows you will generally see there are: "FOR. LABOR" and "REQ". Each of these rows will have a Type of the same name ("For. Labor" and "Req.", respectively).
