We are trying to find out if there is a way to limit number of records an employee can download from D365 at one time.

Unfortunately, there is no OOB ways to set the number of records you want to export at one time.
By default, you can export all records in the current view, and only 10000 records can be exported at a time from Dynamics CRM 356.
If you export more than 10,000 records, only the first 10,000 records are exported. You do not receive a warning message that lets you know that only the first 10,000 records were exported.

Thanks for your response. Is it possible to find out which user downloaded large number of records in D365 ? I am aware of audit feature but it does not provide each individual user activity.
Unfortunately, related information is not logged anywhere and there is no OOB way to achieve it.
