Hi Chanrda,
Cash advance request and Expense reports can be created only from the EP in AX2009. After logging in to EP; click employee services and you will find cash advances option. To best of my knowledge you can't do it from AX rich.
For more information of setup you can refer to Employee Cash advance management in Microsoft Dynamics AX 2012 @sandeepchaudhury.wordpress.com/.../.
Though the process is for AX2012, there will be no much difference between versions. Regrets for not able to provide pointers specific to AX2009.
