Cant enable "External Form Hosting"

What am I missing in terms if permissions, if I am unable to flip this toggle to enabled? I am not global admin in the tenant.
 
The setting is stopping me from embedding RTM forms on a power page IN THE SAME ENVIRONMENT?

    If an administrator user with the highest privileges is unable to enable this feature, it is recommended that you open one ticket with the Microsoft support team:

    I am not the admin on the tenant. The domain (OOB) was set up by the admin. Even he cant flip the switch to ON.

    Is this option in the OOB domain form or in the domain form you created?
    When you create new domain, can you enable this option?
