Thank you for submitting your question to the Microsoft Dynamics NAV Forum!
The error indicates that the web service it is looking to connect to has not be found. The NAV Outlook Sync funcationality have two methods of connects to NAV, either web services or the Navision Application Server. I would recommend verifying that you are using web services to connect Outlook Sync or not. If you are, verify that the web service is accessible outside of the Add-in.
If the problem persists I would recommend talking to you NAV partner or submitting a support request to Microsoft NAV Support.
