Maintain Charges in PO vs Maintain charges in Invoice-Financial

Hello.

Question about Axapta Purchase orders and 3rd party transportation charges. What is the difference between allocating charges in different places in Purchase orders: 

1st place is: Purchase --> Charges --> Maintain charges ??

2nd place is: Invoice --> Journals --> Invoice - Financials--> Maintain charges ??
