Priority Based master planning is not generating planned order for expired batch

We have an item whose batch has expired and now if we are running the Master Planning, the system is not generating any planned order for the item. The Coverage Code is "Priority". Though if i change the Code to Min/Max it is considering the expired batch and generating a planned purchase order. Is it a bug that Master Planning with Priority is not working on expired batches or am i missing some configuration.
