I think the filtering you need, is:
Inventory <> 0
Net Change = 0
Date Filter = 010122..310122
You can do that directly on an Item List:
Of course from here you could have a report creted with the formatting you like, or maybe the Item List modified to add some fields, but I hope this helps at least deciding what data is needed.
