Tax Above Maximum doesn't work

Hi, I have problems with tax in NAV 2015, I have the next Detail Tax:

Tax Jurisdiction RFCOM

Code Tax Group IMP1

Code Tax Type Sales and Use Tax

Effective Date 1/1/2016

Tax Below Maximum 0.00

Maximum Amount/Qty. 1000

Tax Above Maximum 10

Expense/Capitalize No

When I use this configuration in a PO Line with Direct Cost = 1001, in statistics the % TAX is: 0,00999, it's wrong, I need 10 (Tax Above Maximum)
