Maintaining Field Level Security

I'm comfortable setting up Field Level Security but am looking for guidance on how best to handle new users as they are added to GP. We have over 100 users in GP and every month we are adding/remove users due to turnover. Right now, the administrator that creates the new user has to remember to go to Field Level Setup to attach the user to the window - it doesn't happen consistently.
 
We have a window where a single field is password protected for everyone. When a new user is added, they are initially able to edit this field.

    Joe - thanks for posting your comment. I agree except users can be added without a ClassID. I suppose it'll be easier to catch that than a missed user in field level security.

    Hi Bob-
     
    I'd create a user class (or multiple classes) and assign the user class or classes to the field level security item -- instead of each individual user.
     
    Then the security will be applied to the user in the class automatically. It'll take away all this manual work.
