Event Trigger for Withdrawal Kanban Rule

Good afternoon,

While AX will allow the setup of a Withdrawal kanban rule with Replenishment strategy of Withdrawal I have been unable to get kanban jobs to trigger from a sales order line even though on hand isn't enough to cover new demand.  Is AX solely relying on MRP and planned orders to cover demand like this or can/should kanban?
