I am trying to delegate the invoice to the user and it shows me permissions error. But the user has system admin less HR security role. Please see below screenshot.

What exact workflow type are you using and what do you mean with a "system admin less HR security role". I do assume this is a custom role? Does this role grant permissions on the menu items for approval and viewing the source document form for this workflow?
Sorry for the late reply. This is a invoice workflow where our accountant is trying to delegate the invoice to me and it saying insufficient security permissions as mentioned above.
A "system admin less HR security role" gives you the full access except the HR module. I tried adding the project management and accounting roles as well. still no luck.
You can check on the organization access of the "system admin less HR security role" role assigned to the user.
If the workflow approval goes to a user group, you can verify on whether the user is assigned to the approval user group.

My guess is that the "system admin less HR security role" is also a role without permissions for the specific workflow. Is it a project invoice proposal workflow, a vendor invoice workflow or a vendor journal workflow? All different workflow types do have different menu items for approval, rejection, viewing the source document and some more. To be able to help you providing the correct details, you would need to provide the workflow type used for the workflow.
