Launch Dyanmics 365 Remote Assist from web app Not working

Currently, I have a very simple js script that essentially does: 

window.open('ms-voip-video:?contactids=<ContactID>');
I hosted it on a site and have a button that link to the site URL. On the hololens, it asked for pop up permission and permission to open Window.Storage but it does not open RA.
