I'm currently having the same problem.
They can indeed log into Customer source. The login into LCS is going through but when you try to add a project it only sees NAV.and nothing to do with Dynamics 365.
The Login to LCS has gone through before and I actually loaded the Dynamics 365 Finance and operations License. But surprisingly I cant see anything now.
Any solution to this?? Please
I am having an issue accessing Partnersource as well. I get the following error: Server Error in '/ecsts'. Any resolution to this?
Jason thank you for your feedback. Based on your comments it appears that occasionally you are having issues accessing PartnerSource. If you could provide more details around your experience I would greatly appreciate it. By having more details, the team responsible for PartnerSource authentication and authorization will be better equipped to troubleshoot the issue.
This is the same junk I get about every month or so. MS, we need a reliable way to access this data. Especially when our clients are looking for updates on their support cases.

Check with your Internal team, who is managing the Partnersource account management or "Partner Source Business essentials", check if your windows Id is mapped to the user correctly.

We are currently experiencing the same issue for a number of new employees
Received the invitation mail to join our corporate profile, created an MS-live account with the same credentials.
The system congratulates me on linking my accounts. Only to find myself looking at the same message as OP.
Logging out and in produces the same results.
Is there a delay to sync the different log-in servers?
Is there something we can do to verify the correctness of our account?
for now; we will wait a day and allow possible sync to happen.

Microsoft Partnersource logins are authenticated using a Windows Live ID, which is associated with a Partnersource account on the first login to the account. If someone set you up in Partnersource, they have the option to resend you an email invitation to login. That invitation contains the steps to follow to link a Windows Live ID (an email address) with a Partnersource account.
