Creating a Sandbox

Is it possible to create a Sandbox copy of our Production without all the data?

    Its possible to create a copy yes. But not possible out of the box to do it without data. But which data are you referring to, transactional data? If its all data, then why not create a new sandbox from scratch?

    Don't want to copy the inventory, PO's/ Sales. I guess that would be Transactional Data

    Its not possible out of the box. But you can use this third party app that helps delete all transactional data in a company- Record Deletion Tool - Business Central Deep Dive (navinsights.net). So you would copy the environment, and then use the tool to delete the transactional data in the new copy.

    There is no way, either you use what Valentin mentioned, copy the environment first, and then delete the unnecessary data.
    Or create a clean environment, and then use Configuration Package to import the data.
