Unable to view Report designer from development VM Visual Studio 2017 Report designer error on VM PU40

I hope someone can help me.  I have just started working on the Dynamics 365 Finance and operations VM Installed product version : 10.0.16 (10.0.689.10004)Update40 (7.0.5860.35679)

about 3 weeks ago, uses Visual Studio 2017.  I had to make a change to a report and when I try to open the  Report Designer, I get the following error : pastedimage1615961073803v1.png

I went to the site and downloaded the zip file and extracted it.  But I do not know how to install this or if the files must be stored in a specific place.  Can someone please assist on how I should continue.

    Can you open the report designer from the UI client in the financial report section or is this access also 'broken'?

    We can install Microsoft RDLC Report for Visual Studio 2017

    1.Installing from "Extensions and Updates" in Visual Studio 2017. Go to Visual Studio’s Tools Menu > Extensions and Update > Select Microsoft RDLC Report Designer and Reporting Services Project for the Visual Studio.

    It will open the installer once all Visual studio objects have closed and you must select install.

    Once completed you can open your project and report, and when asked if the report should convert to RDLC select yes.
