I want to change the "start date" field with data from the import file.How can I do that?

In user options on the preferences tab there is a Date, time, and number format, this setting responsible for the date format in the system.
Please check your user account.

Sorry my description is confusing.

Instead, I want to perform this update by importing data using code.
Then You can use
date empDate = str2Date('04/04/1999', 123);
