Is there any privileges to hide this "Allow on account" button on customer master's payment default section? As we want to restrict some user to use it.

I don't think there is any existing privilege for this. You will need to implement field level security to achieve this.

Please use personalization to hide or lock this field and then use save in view feature to dispatch to other users as the default view.
Or make a customization.

Agree with Gunjan. Next to the development effort mentioned in the blog shared, you can also use the client configuration. You can edit or create a new privilege and set 'deny' permissions on the table field (read and update) to hide the field.
You can use the personalization option mentioned by MattGuo, however, a clever user would be able to add the field on the form using personalization again.
