The number sequence setup is already ticked on continuous.

I've seen a similar behavior in the past on the global address book, but can't recall the root cause. Have you verified if you have setup the number sequence on just only the parameter reference for production orders/works orders or if it has been used on another place as well. Is there any difference in security setup?

Why do you need continuous number sequences for production orders?
Continuous number sequences are usually required for accounting vouchers only.
Have you checked your production parameters that the number sequence that is used for creating production orders is not used for any other purpose?
