User access on a testing environment

On testing for finance users can / should the admin function be locked to ensure that there are no changes made to the setup of the system. Sounds like a stupid question, but please help. I am an user not the IT portion and in our environment there were basic functions not setup. Without knowing we went via the admin function to setup defaults to pass journals; payments & cashbook entries, etc.
Can / should the system not block us from doing this if we have no training and are just playing around to see if we can pass the basic entries on our side? Just want to know if this is an unrealistic expectation to make - if you are not allowed to do a step - you will be blocked and or unable to do so by the system. So basically I want to know if the BC ystem has the function to block finance from using certain setup aspects of the system
 
Thanks to whomever will shed light on this - as it is also an audit concern
