The RELID of the syCompanyImages table seems to be the CMPANYID of the company database from the SY01500 table as you mentioned.
I believe the table holds customer specific images for Word Templates
Derek, thanks, yes it is the company logo for the Word Templates report as a blob- what I'm not clear on is why the CMPANYID was not used in the table and instead RELID, thought I might learn something I didn't know about. I guess I'm just not familiar with RELID.

It looks like they started with it in the syReportTemplates table and then kept it for syCompanyImages, but not sure of the thinking behind it. The SY01400, ORG00100 and SY40400 system tables also use it.
There's a lot of naming conventions in Dynamics GP I wonder about........i.e. SY003001 and then SY00302 or the DU000010, DU000020, DU000030 table names.
