Can anyone tell me how to install Dynamics 365 Intelligent Order Management Trial for a user from the O365 admin console?

IOM is installed into a Power Platform environment. Starting with https://admin.microsoft.com go into Billing > Purchase services and search for "Intelligent". You will need both trial licenses (not the Partner license).
Once you have these, the Primary license "Dynamics 365 Intelligent Order Management Trial" is licensed at the tenant level allowing you to install IOM.
Next you will need to assign the USL license to the user who will be creating orchestration flows. For this, go to Billing > Licenses, find the IOM USL llicense and assign it to a user.
Now, navigate to https://admin.powerplatform.microsoft.com and create an environment if you don't already have one. You will need to select to Create a Database. Choose Sandbox for your environment type. Select the option to allow deploying Dynamics Apps. IOM is not in this dropdown, so don't select anything.
Once the environment is created, open it up, and find Dynamics 365 apps on the right under Resources. Navigate to that, then at the top click "Install App". Find Dynamic 365 Intelligent Order Management in the list and install it. This will take some time. Once it is done, you should be able to go back to the environment page and open your environment specific url to see the list of apps installed, and from there open IOM.
