READ ALL DIMENSIONS VALUES BUT INSERT & MODIFY ONLY FILTERED

Hi,
 
How I can set permission for a user to Read all Dimensions & Dimension Value. But Insert & modify only few Dimensions Value.
For Example. I have 3 Dimensions;
 
1-Department Values a) Sale, b)Marketing, c) Procurement
 
2-Area Values a) North, b)West, c) East
 
3-Employee Values a) John, b)Ruth, c) Rabica
 
Now I want a specific user should see all but can insert & modify dimension Values to Only 2nd dimension Code (Area) 
 
How I can do this by using permissions sets.

    It seems that it can only be customized. If you use security filters, users will not be able to read the records.

    You should try with security filters. I am not sure it will work or not but give it a try.
     
    Otherwise a custom code is your last resort.
