Prevent sales order creation upon confirmation of a sales quote

Good day

Do you know if it is possible to prevent the system from automatically creating a sales order from a sales quote when the sales quote is being confirmed?

We have a scenario where users are giving large quotes to customers, but only some lines of the actual quote might actually result into a sales order. I know you can edit the sales order afterwards, but we do not want the sales team to create sales orders in the system when they confirm their sales quotes. All sales order creation must go through the Customer Service department.

As far as I know, there is not way to do it without a modification.
