User is unable to see 3rd Party Applications to add, specifically Earnie Payroll Import. I have another user in GP who is able to see this 3rd Party Application, the only difference is there permissions in GP.

Do you know what permissions I need to grant the person who cant see the application

If it is truly a third-party application, you'll need to contact the supplier to see what security the users would need, as we're not going to know by default.

You can verify it truly is a security issue for the user, by giving the user the PowerUser security role and having them login to Dynamics GP. If they see the third-party application menus, forms, etc., then it would be a security issue as you're thinking.
