Dynamics 365 Customer Service Enterprise licenses in an Environment without Dynamics Enabled

I have several environments in the same tenant Some are Dynamics enabled and some are not (these have a Dataverse). For a user with a Customer Service Enterprise License, can they run model driven apps in an non-dynamics environment? Or do they need an additional PowerApps license?

Hey.

YES, users with a Dynamics 365 Customer Service Enterprise license also receive an entitlement for running powerautomate and powerapps. IF the Dataverse environment has a security group, users with D365 C.S. Enterprise should be added to such group. Apps should also be shared with the user.
