please check:

Is Change management enabled?

What is the Purchase order status (Draft, Approved, Confirmed, Received, Invoiced)?

Is the Cancel button disabled for all POs or only this specific PO?

Hello,

Did you tried to use security diagnostic option available on form. Ideally these three role must be ok, Also validate if these roles are modified by admin on environment.
