How to make it that users in Dynamics 365 Sales can only see and interact with records in their assigned territories?
 
There are different groups and members, but the records are visible regardless of the territory.
 
Is only Business Unit able to restrict access?

    Territories have nothing to do with security, this is how they differ from teams. They are only for analysis purpose, not for rights management.
