Cannot assign Incident Type with Requirement Group to a Work Order (Characteristic Exception)

When adding a Primary Incident to a Work Order (following the article here, section 3), where the Incident Type has an associated Requirement Group Template, I get the error "This characteristic is already assigned to this requirement. Duplicate records are not allowed. Please remove any duplicates before proceeding".

I have been careful to use an Incident Type without an Incident Type Characteristic. Instead I have an Incident Type with a Requirement Group with a configuration suggested in the above docs.microsoft article:

Is this a bug and does anyone have any advice?

Referencing the reply from Ravi in the Post here, I disabled some plug-in steps on Create of the Work Order Incident. What appears to stop the error from occurring for me is disabling the Create PostOperation step for Work Order Incident (see below) however this also stops any Work Order Products/Services/Service Tasks from being added to the Work Order (which is not what I want as this is key functionality).

    Thanks Alexander - I installed v8.7 this morning and can happily add Incident Type Requirement Groups with the same Characteristics

    That's exactly as I recall it - the error occurred on v8.6.

    On v8.7 I created a RG with 2 RR that both have the same required skill. Associated this RG to an Incident Type and successfully created a WO with the Incident Type.

    Thanks for the suggestion. I removed a duplicated Characteristic from the Requirement Group and I could save the Work Order fine. I'm on v8.6. So can you confirm in v8.7 that it is possible to save a Work Order with an Incident Type whose Requirement Group features the same Characteristic more than once? Thanks again

    Can you check if a characteristic shows up on more than one sub-requirement? I had issues with this in the past, but when I just tried to re-produce in v8.7, I don't get the error anymore.
