We have created a multibuy offer that is based on the type Special Group and we have assigned a number of items to that special group. However when we enable and try to test, it is not recognizing the discount offer. It should only come into effect when they purchase 3 items and it should make the price of these items $40.00 each. It works when we base it on something other than special group such as Product Group or Item Category.

I have the same question (0)After testing in Classic, I found that multibuy offers would only work when quantity was >3 even though it was of type Special Group. I went into mix & match and created an offer there. It still wasn't working and then I looked at No. of Line Groups and changed its value to 1 within it. Now it works for any three items that fall within the special group type.
