Negative expense line item for budget register entry

I am trying to post/"update budget balances" in D365FO that includes a couple of expense line items that are negative ($xxx) and receive the below error message:
 
Transaction exceeds the budget funds available for dimension value xxxxx-xxx-xxxxx by 5.56 USD.
 
I know I was able to load a negative expense line item in AX2012. One article that I found in this forum was to enter it as a Revenue "Amount Type", but wasn't sure that made sense.

    That is correct.  Selecting "Revenue" amount type just flips the sign from + to -.
