Why can't I assess my window and also register my device serial number

I'm having issues on registration to order of my student number on my window my devices my laptop and other phones, I'm having issues also on payment declined if I want to purchase my Microsoft 360 it's declining my family can actually use any payment method currently because of the rejection of payment
