The partnerSoource is accessible to me ,but below MLX portal is not accessible with same credentials.

As far as I know this portal has been replaced by the dynamics learning portal and Microsoft learning.
Do you have access to the dynamics learning portal?
Another alternative is Microsoft learn that you can access from here:
