Can a signature be pre-printed on a written check?

Not sure what the full question is but, YES anything can be on a pre-printed form.
Now, if you are asking if you can print a signature on a check that is yes too.\
Sign a white piece of paper, scan it and create a BMP of the signature. Add the BMP to the check report where you want it to show.
Yes you can print the signature on a written cheque. If you want to use NAV to print it that also can be possible.

you need the signature as (scanned) image. after scanning place this signature image as picture into the report.

you can follow the any document print report of standard NAV where system is printing the Company logo and follow the same procedure for your requirement.
Only thing is you need to create one BLOB field somewhere in setup like "General ledger setup" and call the image in your check print.
