The main thing to remember here is that life events occur after enrollment eligibility processing. Once that happens, life events can occur, and then life event processing can be done. If you wants all users who are currently living in a specific city to be eligible for a benefit plan, that should be configured as an eligibility rule that is attached to a benefit plan. Once the Benefits Plan Administrator runs enrollment eligibility processing, the employee would be eligible for that plan.
