Some users are seeing playbook and connect/disconnect sequence buttons sporadically on records. These features are not enabled in sales insights. I have tried impersonating the users but can't replicate the behaviour. All 3 buttons show on record.

I wasn't able to fully understand your question.
The sequence button is also present in the record until the sequence is configured, and the playbook button is not displayed until it is configured, depending on each user's settings and permissions.
It is recommended that you look at the button display logic in the ribbon workbench and check if there is an on-demand workflow impact feature.
