Would you please try to open the segment in another browser or in InPrivate mode to see if the contacts can be listed?
For the query itself is simple enough that it should not cause such a problem. And I have also verified that this has nothing to do with read access.
If it still cannot filter contacts normally, please create a ticket to MS for more help.

Please check the Query in the Query view.
Is the keyword here the same with the value in the form Account? (in case there are spaces or inconsistent letters)

I don’t think there are anything wrong with the condition which is set in your segment. There is an interval time between the two evaluations of the dynamic segment. Please check if the “Finland” is added after the last evaluation and before the next evaluation.
There is another situation:
Before the update of the field, the segment has been stopped. In this situation, the segment will be shown similarly as the member list in live status.
Please check the status reason of the segment. If it is stopped, go live it again.
