Noving from PDK to PTE. Wht are the license implications? Is theere a transition from PDK to Self Service licensing? Any guidance much appreciated.

There is no changes in licensing when moving from PDK to PTE.. as long as you keep your maintenance contract current.
Now, if you're talking about the light Business Portal users that used to enter their TimeSheets and/or EE reports thru the web interface in Sharepoint, that licensing has slightly changed and you may need to fight for it. When Microsoft moved from the BRL (Business Ready Licensing) model to the Perpetual model (with GP 2013 or 2015, don't remember), they converted those BP user licenses in a ratio of 3for1 to Self-Service user licenses in the new GP PTE, which means if you had 300 BP users, you'll end up with only 100 Self-Service users after the contract upgrade.
For the licensing question, I'd turn to your current VAR to clarify and make sure you're not going to be short in licenses after moving away from BP to the latest GP version.
The PDK licensing was handled thru a number of Payroll Employees that you were granted in the maintenance contract (usually 500 at least), but that might have changed after the switch to PTE, since PDK is no longer available for GP.. thus you need to use the Self-Serv user license to enter Time or Expenses in PTE, either thru the GP fat client or the Web client..

PS: Microsoft didn't built any conversion or upgrade tool for the part that concerned the BP user setup to PTE.. you're on your own for that one.
