Is it possible to import users from Data management framework?

Sure, try the User information entity.
For security roles, you can try Security user role association entity.
You can navigate to Data entity list in D365 UI and search for all entities which have word "user" in the name.

In addition to the reply from Nikolaos: You can first do an export of existing users. Then you have a template and example which fields needs to be filled. Note that the Telemetry ID field should have an empty value {00000000-0000-0000-0000-000000000000} for new users which have not logged in yet. On first login attempt, this will be populated by the Dynamics 365 application.
