In a report on Request Page I have Customer Text Box & Customer Posting Group List . I want if Customer Text is Blank then Customer Posting Group list should be enabled. If User has entered Customer then Customer Posting Group List should be disabled.

You need to use visbility property based on condition
Create variables and assign those to the enabled/editable property of those controls and then on validate execute the logic to set true or false
check this link it is used for visibility but you can use the same logic for enabled/editable properties
